Through a partnership with the Los Angeles County Law Library, the Pasadena Public Library has access to WESTLAW along with serveral other legal databases, which you can use if you are physically in one of the Pasadena Public Library buildings.  Unfortunately that partnership does not cover Lexis databases.

The Los Angeles County Law Library (Main Library only: at 301 W. First Street, Los Angeles  Tel: 213-78-LALAW) does have access to Lexis.
